What is ILP? Intelligence Led Policing (ILP) is the process of preventing and detecting crime, rather than simply to reacting to it. It is proactive. It is an all crimes approach to sharing information between and among the various specialized units in an agency.
What is a Fusion Center? A fusion center incorporates multiple agencies and shares resources and information to support its specific mission. Some fusion centers are tasked with an anti-terrorism mission, and some carry all-crimes and hazards missions. Fusion Centers need to manage the differences in the legal handling of criminal and criminal intelligence files.
What is DIMeX?

The DIMeX Suite is a technology platform composed of three layers:
Layer 1: DIMeX User Interface:
Portal to manage my case work, 28CFR23 Compliance issues, reminders, make assignments, Tip and Lead management, role based access privileges, and access security.
Layer 2: DIMeX Knowledge Layer:
a. Analytical Tools (Geo, link, temporal, data mining)
b. DIMeX Models (Narcotics, Tolls, Gangs, Anti-Terror, Suspicion Indicators, SARS, Parolees, Registrants, Pawns, Citations, etc.)
c. DIMeX Alerts and Notifications
Layer 3: DIMeX Virtual Data Integration Layer:
Manages connections to your data sources through a virtual data warehouse.

Why DIMeX?
Disparate systems, laws, and processes make it difficult to connect criminal and terrorist activity. DIMeX integrates information sharing between silos, without moving the source data.

Who runs it?
The participating agencies house their own hardware, software, and data. Sharing occurs following a PIA and MOU’s. Eagle Intelligence developed the platform and sells software and services for the system.

Is DIMeX a proprietary system? Will I be locked into a particular vendor if I implement this in my department?
No, DIMeX is a technology framework based on open standards--Service oriented architecture, and supports Global Justice XML and NIEM. The system is intended to interface with any system, whether another open standards system, or a legacy system which resides in a proprietary database format. Off-the-shelf open source software is integrated to keep costs low.
Can my existing IT support staff manage this system?
Yes, all the technology is based on open standards. The most common relational databases are used in the platform. Specialized proprietary database knowledge is not required. Eagle Intelligence also offers ongoing support options and specialized consulting to support specific needs.
What kind of database does DIMeX use?
The default database for DIMeX is the open source database MySQL? DIMeX can be configured to run on Microsoft SQL or Oracle databases.
Can I use DIMeX in my fusion center?
Yes, the DIMeX suite integrates the Intelligence led policing technology requirements with those of an Intelligence Center. The system facilitates the sharing of information between local RMS’s (ie incidents, traffic citations, and calls for service) and the intelligence side while maintaining compliance with 28 CFR 23 rules on handling intelligence files.
How does it do this?
Intelligence systems need to be separated from criminal history systems. DIMeX maintains this separation and captures all activity in immutable audit logs. DIMeX is built specifically to follow the rules of 28 CFR 23 and provides automated review and purge dates to assist managers and system administrators with legal compliance.

Is the system secure?
DIMeX is built for the SBU (sensitive but unclassified) community and follows CJIS security guidelines. SSL certificates are utilized and server to server data is triple DES encrypted.
Can I use the system for gangs?
DIMeX is the platform for intelligence led policing and fusion center integration. It was designed as an all crimes system to interface with intelligence centers. DIMeX should be used to enable not only gang units, but also to enable information sharing between gang units, narcotics, investigative units, anti-terrorism, major crimes, and any other specialized unit in your organization.
How is this different from other tools out there today?
There are excellent individual tools available in the market for crime analysis, records management, data mining, free-text search tools, and investigative tools. DIMeX is not an individual tool, it is a technology platform which integrates a variety of tools for the purpose of enabling information exchange between commanders, investigators, crime analysts, and intelligence units. DIMeX bridges between existing systems and provides the process and technology to share between a number of different datasources.
Can DIMeX integrate with other systems and programs?
Yes, DIMeX is an open standards platform designed to sit on top or integrate into existing systems. DIMeX does not require a data warehouse. Instead, we utilize a virtual data warehouse technology which gives you the benefit of searching and analyzing information without having to build large and expensive computer centers.
